When the Wittman Hub was created for being a local market, most that had come had no real home or even a place to live besides their own carts. Soon merchants moved north up the strip and started to make camp here and eventually become where most to all live to this day.
The area itself however has been upgraded many different times, the most major of which is when they began to move larger broken down planes over to the strip and converting them into homes, bars, and brothels. The shanty town might be large, but the security is rather low and few. Imagine it more as a wild west themed town where there are a few who have power but most are on their own in on what they do.
